I am trying to use F.4 & F.5 for some general I/0 without any luck. Is there something to do with the JTAC functions that could be causing this?

Possibly. Do you have the same result on both of your ZX-1281 Dev Boards?

Just tried the second board and it appears to work fine.
Any thoughts?

It is possible that the earlier one was erroneously programmed with JTAG enabled. That would explain why those port bits don't work. If none of the four middle bits (bits 2 to 5) work that is almost certainly what the problem is.
In any event, we will replace the dev board.

I am really not able to give up the board I have to send it back right now so I will have to work around it for now.
